Updates to Washington State Construction Crane Rules
The Washington State Department of Labor & Industries (L&I) has conducted two construction crane rulemaking projects. IUOE Local 302 has been instrumental in the development of these rules, assisting in improving Washington state worker safety, and ensuring employers have the safest workplace environment possible.
Updates to the rule for cranes/derricks in the construction industry. This was effective September 5, 2025. The rule includes changes to definitions and requirements for riggers, signalmen, lift/assembly directors, operator evaluations, forklift requirements, mini crane requirements, and powerline safety just to list a few changes.
Substitute House Bill 2022, Chapter 311, was passed by the Washington State Legislature and is effective from January 1, 2025. This legislation addresses construction tower crane safety. It is limited to tower cranes, specifically permit requirements for the operation, assembly, disassembly, and reconfiguration of tower cranes, and housekeeping changes. Beginning January 1, 2026, tower crane permits are required for any work involving the operation, assembly, disassembly, or reconfiguration of a tower crane.
