Western WA Master Labor Agreement Update:

We met today with the Employers for the first time since the strike began.  The parties exchanged their positions in an effort to reach an agreement. The meeting was short because the Employers’ position has not changed from their last proposal. There are no scheduled negotiation dates but we offered our availability day or night.

Although there was very little undeliverable mail returned with this last contract vote, we would encourage you to call Local 302 during business hours, if you did not get your contract ballot last time, to verify your dues and address are current.  Correspondence from Local 302 (i.e. Loadline, ballots, etc.) is only sent to members whose dues are current using the address we have on file. Local 302 does not share a computer database with Welfare & Pension Administration Services, therefore you must update your address with both offices.

IUOE Local 302 Labor Dispute Update

I am receiving reports from all areas within our jurisdiction that the picket actions are being well received and that our picket captains and picketers are adhering to their instructions, and conducting themselves both professionally and respectfully.  We are hopeful that these actions are clearly communicating the resolve of the membership. 

There are many reports in the media about our efforts and I know many may be frustrated that the Local has not engaged the media or the public in our dispute.  As I’ve reported before, this dispute is between our members and contractors signatory to our Western Washington Master Labor Agreement.  The Local will not distract from the negotiation process by litigating its positions in the media.  After this dispute is settled our membership will once again report to work for our contractors.    

We were clear from the outset of the parties’ negotiations about the membership’s expectations.  Despite our May 31st contract expiration date, our members continued going to work as the Local’s leadership bargained in good faith towards an agreement that would be approved by the membership.  With the tentative agreements falling short of those expectations, the membership voted down the agreements, leaving us where we are today.  

The parties will be meeting on Monday, August 27 to resume negotiations with every intention of reaching a mutually acceptable resolution.  In the interim, I ask all IUOE Local 302 brothers and sisters stay respectful and united.

Thank you Local 302 members for your solidarity and support in this labor dispute.  As we informed many of our Brothers & Sisters yesterday, there are a few additional contracts/contractors that are currently excluded from this dispute.  Please understand that our members working on these projects for these contractors are doing so at the direction of Local 302. 

IMPORTANT, this does not apply to Local 302 members who are:
  • Working outside of Districts 1-4.
  • Working under a Project Labor Agreement (“PLA”) or Community Workforce Agreement (“CWA”).
  • Working for Skanska, KLB Construction, and Cadman Materials.
  • Working under the West Coast Drill Shaft Agreement.     
  • Working under a Refinery Building Trades Agreement.
  • Working on private jobs for Ralph’s Concrete Pumping, Brundage-Bone Concrete Pumping, and Conco.

IUOE Local 302 Labor Dispute Update


The International Union of Operating Engineers, Local 302 is currently involved in a labor dispute relating to our wages, hours, and working conditions.  


Local 302 is asserting our rights under the National Labor Relations Act to withhold our labor from contractors signatory to our Western WA AGC Master Labor Agreement.  After months of negotiations our members voted down two tentative contract offers and have elected to withhold our labor and picket jobsites until a more agreeable offer is presented.  
 

We appreciate the public interest and support of our efforts.  The dispute over this agreement is between our members and the contractors signatory to it.  We have a long standing relationship with the AGC and our contractors and we are hopeful a resolution will be reached soon.

URGENT: NOTICE TO ALL 302 MEMBERS WORKING UNDER THE WASHINGTON MASTER LABOR AGREEMENT BETWEEN ASSOCIATED GENERAL CONTRACTORS OF WASHINGTON AND I.U.O.E. LOCAL 302

The 2nd Tentative Agreement contract vote was counted today by the ballot committee and it was rejected by a majority of the membership that voted.

EFFECTIVE at 6:00 a.m. on Tuesday, August 21, 2018, there will be an immediate economic stand down for all Western Washington Master Labor Agreement work.  This means that all members of Local 302 working under the Western Washington Master Labor Agreement are expected to withhold their labor, and not report to work, for the duration of the strike.  You are to exit the job on your last shift, and it is imperative that all Local 302 hands comply with all safety protocols with regard to equipment and job site maintenance.  Do not leave any job site before all safety protocols have been executed.

For all members working under the Western Washington Master Labor Agreement you are asked to report to the Bothell Hall by the following rolling industry schedule for instructions and assignments on Tuesday, August 21, 2018:

Tower Cranes/Crane Rental: 8:00 AM – 10:00 AM
Concrete Pumping: 10:30 AM – 12:00 PM
Dirt Work: 12:30 PM – 2:30 PM 
Pavers: 3:00 PM – 5:00 PM
Hoisting, Material Handling, & All Others: 5:00 PM – 7:00 PM

All members working in District 3 & 4:  District 3 (Peninsula – George Garten’s area) and District 4 (Central WA – Sean Jeffries’ area) members are asked to report to the Silverdale and Ellensburg Halls on Wednesday, August 22, 2018 at 8:00 AM. 

Please review the attached Local 302 picket line rules prior to your arrival at the Hall.  These rules must be complied with at all times in every job action. 

IMPORTANT, this does not apply to Local 302 members who are:

  • Working outside of Districts 1-4.
  • Working under a Project Labor Agreement (“PLA”) or Community Workforce Agreement (“CWA”).
  • Working for Skanska (a CBA with a different expiration schedule).
  • Working under the West Coast Drill Shaft Agreement.    
  • Working under a Refinery Building Trades Agreement.
  • Local 302 may have different contractual relationships with regard to certain contractors, continue to monitor the website for developing information and direction. 
  • All job actions must be approved by Local 302 representatives.

A Second tentative agreement was reached on Thursday, August 2, 2018, for the Western WA Master Labor Agreement.  The ballots will be mailed soon along with a cover letter, a summary of the proposed changes, and a breakdown of the new economic proposal.  The ballots must be received by the post office no later than August 19.  Ballots will be counted at the District 1 hall on August 20.



 


Western WA Contract Update:

At the meeting today there was very little movement from the contractors, and therefore the negotiations have become more contentious.  We scheduled another meeting to try again for this Thursday, August 2nd. We will have a real time update at the District 1 Meeting to follow.


Western WA MLA Update

The negotiating team met today and has another bargaining session scheduled for Tuesday, July 31st.  Keep working at this time and we will update you of the progress.

NO:   64%
YES:  36%

The Negotiation Team will be going back to the bargaining table this Friday, July 27th. We will keep you informed of the progress and we appreciate the membership participation and continued support.
